Terry specialises in transport projects with particular experience in all aspects of the rail and road sectors, including road PPPs, rail franchising, rolling stock procurement (traditional finance and PPP), infrastructure development and the UK regulatory environment.
His clients include the public sector, sponsors and contractors, train operating companies and funders. Recently, Terry has advised on the Emergency Measures Agreement and the Emergency Recovery Measures Agreements in UK rail franchising, the Silvertown Tunnel PPP, the procurement of new rolling stock for DLR, the sale and leaseback of the Elizabeth Line Rolling Stock, the Williams Review, the successful bidder on the A465 MIM project and the IEP equity sales.
Terry is ranked in Band 1 in Chambers for Transport: Rail (UK-wide).
